The disease must have an effective intervention available, such as a vaccine or treatment. There must be a practical diagnostic tool to detect cases, even in asymptomatic individuals. The disease must have a clear and known mode of transmission that can be interrupted. There should be no animal reservoir that could reintroduce the infection to humans.
